You would purchase the cat in a pet shop then have it de clawed and given it's shots by a Vet. I doubt very much you will find what you want. Not everyone want's a cat de clawed.

Your local animal shelter or cat rescue organization. Cats should not be declawed but if you tell them that's what you're looking for, they'll let you know if they have any available cats with that criteria. All shelter animals will already be neutered and have their shots before they're made available for adoption.
