First, I wanted to tell you that one of the best ways to get published these days is online.  Magazines are getting read less and less because EVERYONE is online these days.  Also, it's much easier to get something published online because there's a wider variety of content and the editors don't have to worry about payment issues.

That being said, if you still want to get published in a magazine, I would consider getting a copy of the magazine, studying it and figuring out who you would need to contact to send them a pitch letter with your idea (in the style of the magazine.) Usually there's a masthead with names of people who work at the magazine on the inside near the front of the magazine (sometimes it's in the back.) Editors are likely to accept stories from people internationally, as long as the person writes a strong pitch, is a good writer, and has a good idea.
