I think you are going to need to over do the refinishing. Sand your deck and then overcoat it with a sealer. here are some great tips . About getting the dirt off you are just going to need to clean it on a regular basis.

go to paint store and get some wood bleach and bleach the wood. it will get most of the stain out and then you can restain with the color of choice! i'm a painter of 20 years!

It depends what color the house is painted now. In general it is better to paint after removing the former paint as you probably know. You can do a small experiment and see how it goes on a surface similar to your house. If it works out you can move on to painting your house.
