"Wettest Water" by definition is Pure Water: Oxidized; No chemicals or salts.
But define wetness? You have described pureness as being wetter, but this is not so: Purer does not mean wetter - that is if we define wetness as the ability to spread over a surface or be absorbed. That is why we make water impure by adding surfactants, to break down the surface tension of the water droplets, so it spreads and is absorbed more easily , not just sitting there in beads and droplets.
