Western New York refers to the state.  Big cities in Western New York are Buffalo and Rochester.  http://en.wikipedia.org/wiki/Western_New_York

According to this definition, Syracuse (Central New York) and Binghamton (Southern Tier) are not part of Western New York, but they are all part of Upstate New York.
