That would probably be formal. Black suit and tie and gowns for the ladies. Is this wedding in a church? Then it would be formal. However if it is the middle of summer and the wedding is outside by the lake or in a park then it could be less formal. Hopefully there will be a note on the invitation whether formal or casual.
A wedding can be as formal or informal as you want no matter what time of day you do it. Time tells you the later the ceremony the more formal it is, but really you can do whatever you want. The theme of the cake, flowers, bride's dress, bridesmaid dresses, invitations all dictate how formal a wedding is. Usually the invitation is the way the guests know how formal it is going to be along with knowing the location. You can also put right in the invitation formal or casual or semi formal.
