Web 2.0 refers to a perceived second generation of web-based communities and hosted services — such as social-networking sites, wikis, and folksonomies — which aim to facilitate creativity, collaboration, and sharing between users. The term gained currency following the first O'Reilly Media Web 2.0 conference in 2004.[2][3] Although the term suggests a new version of the World Wide Web, it does not refer to an update to any technical specifications, but to changes in the ways software developers and end-users use webs

I think its basically a term used to describe web content that is largely created by the people who read it or use it

 Web 1.0 was content created by a few for the benefit of the many

Web 2.0 is content created by many for their own and others benefit

Web 3.0 is on the way but I'm not sure what that is yet

Web 1.0 was about locating information. Web 2.0 is about websites as applications. The emergence of applications like Writely that became Google Docs, Google Spreadsheets, Google Presentations, PrezentIt, Splashup, BackPackIT, TaDaLists, Gmail, Google Calendar, Gliffy, Mind42, etc. Here is a wonderful list of Web 2.0 applications.

 Some pundits, like Nova Spivac, believe that the Web 2.0 era corresponds with the first decade of this century. The next phase is Web 3.0 or the Semantic Web - it should characterize the second decade. It is where websites begin thinking about the content that will be most relevant to each user. So what is Web 2.0? Simply put, Web 2.0 is a perceived transition of the web to web applications. Web 2.0 is the next generation of technology solutions where interactive content is the norm. There is no agreement on exactly what Web 2.0 means, depending on who you are speaking with, you may receive different explanations. At it's heart, Web 2.0 is about the maturity of the Web and businesses that are thriving online. While many refer to Web 2.0 as companies that employ powerful web technologies, the key components of the new web are said to include: the web as a platform, collaboration, and syndication.
