I think that you need to have a serious talk with him.  Tell him that there is a difference between being one's friend and being one's girlfriend.  It sounds like he is afraid of commitment, and if you two aren't on the same page, someone is going to get hurt in the end.  You need to speak to him about what you are, what you want to be, how you look at the relationship and it's future potential, etc.  Don't be afraid to sit him down and talk.  Good luck.
