I have mixed opinions about water filtration systems because I've read on other websites you can build them for alot cheaper. Like here for example Build Water Filter Article   Is this a scam or can you really build a decent water without buying one? I need something that's less then $20 preferably

That article looks like a scam to me, because it takes you to another site that asks you to pay $30 just to receive a guide that tells you how to make this homemade filter, which may or may not work - you won't know until you receive the guide and try it out, and by then it's too late.

It really all depends on what you are trying to accomplish with a filter.  Many different types of filters remove different types of contaminants, so first you need to determine what is in your water that you want to filter out.  If you simply want great-tasting water to drink from your tap, and don't want to spend money on bottled water, and you can't spend more than $20, I'd say get a pitcher filter made by Brita or Pur.  We sell a few that are well under $20. I think that you can get a lot of water systems that work well for under $20.  I am extremely happy with my Brita system.  I know Brita is old school but the water tastes good and it is an affordable option. http://www.drymeout.com
