Yes scientifically water freezes faster than milk, milk has a lower freezing point.

However, its not big difference may be practically we may not even notice it unless explicitly experimented.

I think if it is a pure milk without of mixing of water into it , then water freezes before milk . If there is a mixture of water into milk then in this case milk freezes faster than water . Laughing
