I did not have any luck using cayenne pepper for getting rid of squirrels.  The best thing for us was having a neighbor who fed the squirrels on purpose, move away.  lol...   Advice was given to us to stop feeding the squirrels because the little rascals saw our area as a food station.  It took all of two seasons for the rodents to leave us alone.  There is a product on the market made for repelling deer that works on all animals.  You might want to purchase something like that and spray the heck out of your crawl space and hope for the best.
