In my opinion, a privilege is earned.  One must earn the right to the privilege of voting.  There are rules to earning the right to vote.  Earn them!

I believe voting is a privilege and it is also that way legally.  On the hole, the franchise has expanded over the last couple centuries dramatically but more recently, laws have passed in many states with more restrictions related to someone's criminal record, providing identification at the polls, and other regulations.  Who is legally eligible to vote is a question that is before a number of state legislatures right and continues to evolve.

Yes of course it is a great privilege, because we can show our rights to the country by choosing a good leader.
