Voting in third class cities

third class cities in mo  If the mayor of a third class city is absent and the elected council member who was elected mayor pro tem presides, does he/she get to cast votes as a council member AND then again as Mayor Pro Tem?  Can the Mayor pro tem vote twice, once as a council member and then again as Mayor Pro Tem?
