If I need a visa can it be granted to me without applying for it?

The general rule is that a visa cannot be granted unless an application has been made, but there are exceptions.

If your country participates in the Visa Waiver Program (VWP) and the country you're going to also participates in the VWP, then you don't need to apply for a visitor visa to enter that country for a visit only. If you're going for any other reason then you'll need to apply for a visa for that reason, as in, if you're going because of school then you'd need a student visa, if you're going to work you'd need an employment visa.

If you're dishonest with border control about your reason for entering the country, they probably will not let you in, and if you overstay past the time you're allowed to be in the country, you could face a ban from reentering again. So it's important to be truthful.
