Most consumer level video cams are pretty easy to use- nothing more than clicking the record button and keeping the camera stable. Most cameras supports Windows movie maker, so there should be no problem importing those videos to your computer.

You can find cheap cameras, supporting SD cards, which might be easier when using it web-wise, but I wouldn't count on it when it comes to quality. 

The JVC GR-D750 is a good example for a relatively cheap, easy to use, with a better quality than the cameras I've mentioned before.

If I am understanding your question, Sony Vegas is a great product for capturing video, editing, and creating files for uploading to the internet. Allows you to control the file type, file size, etc.  Also has a feature to automatically load to the web. I use Sony Vegas to produce Collegiate Athletic Recruiting videos (http://www.coachesviewproductions.com/) and use Sony Vegas for video capture, editing, uploading, and final DVD production. Very cool and reasonably priced. There is also a very expensive "Pro" version, but the standard Vegas does a lot and is easy to use.
