"You could use the same Verizon plan.
However, your problem will be with the broadband card.
If you use a USB or PCMCIA (Express Card) to get your Verizon mobile broadband, then it will be limited to the device that you have it plugged into.
Your laptop will not broadcast a wireless signal for the iPad to pick up. The iPad may be able to share the connection if it was directly connected to the laptop.
Your best bet would be to use a mobile hotspot device such as a MiFi. The MiFi is a cellular modem with a built in wireless router. It is very small and can broadcast to up to five devices within a 30 foot range.
I used one from Verizon for a while until I got a new smartphone with wireless mobile hotspot functionality to replace it with. You can read this article for more Verizon options.
