The way I understand freelance writers go by the word count. So you can set your minimum word count as ... 100 words for X$.

Freelancers negotiate prices for their work with publishers.  Contrary to popular opinion, freelancers and staff writers get much the same treatment.  Publishers know better than to hire staff writers whom other publishers have given up to free agency. 

One could say that staff writers have the respectability of commissioned officers and freelancers are the scoungiest sort of mercenaries.
