I'm not sure that Governor Perry has actually figured this out yet.  He has a couple of funds that he COULD use but they are designed for his other enterprising ventures.  Having said that, the taxpayers may very well be the ones who end up paying for this now that funding for Planned Parenthood has gone away.  Stay tuned.  The next Legislative session begins in late January.  In the meantime, if you are concerned about how this will now be paid for, you might want to write a letter to your State Legislators and Representatives (and cc Governor Perry's office) and ask this very same question.  One thing that we do know; if he can't figure out how to take up the slack, a lot of poor and middle income women who don't have access to healthcare through any other means will be very susceptible to things like breast cancer, cervical cancer b/c they won't be able to get tests like mammograms and pap smears.
