Is it true that loan modification companies from out of state can't do loan mod. in NC?

I live in Raleigh NC and i went onto youtube-- http://www.youtube.com/watch?v=oyz17sYDhqg and website http://www.stopforeclosurenc.net and the attorney for both of these sites is saying that out of state loan modification companies can not do loan mod. in NC. Is this true?

Thats just not true, I live in NC and this lady name Callie Thompson helped me with my modification. I was 7 months behind on my mortgage, but some how she negotiated with my lender and I am back on track with my lender so No that is not true.
