To better cope with the numerous flooded pedestrian streets, the city's government has developed a plan to enable people to move dryly about many areas of the city, by setting up temporary raised platforms (passarelle) in the middle of major pedestrian walkways which are most subject to flooding, and linking them to many of the public transportation boat stops.
