i have sent my passport the the Embassy of the united stats in Yemen to renew it in about 7months ,however, that they haven't send it back to my because they told me that my passport has similar information with an other passport i'm now my passport has been expiered and the embassy did not send me the new one yet . what should i do ?

You should follow it up in the embassy and demand an explanation about your case and what you can do about it. Bring all necessary identification papers and travel documents to prove that you own the passport.
