Usually you would tell the pastor of the new church you'd like to join (if he/she doesn't know already), and the new pastor and/or their secretary takes care of the paperwork from that point on.

pilgrimwb is right, you have to talk with the pastor before becoming member of new church and then the office does the rest.  From one UMC member to another, welcome.
