Only if what they are protesting is dominated by men. 

Otherwise it does not mean a damn except to bring them tons of scorn by the women they are protesting.

Let's just say that whatever they were protesting about would be the LAST thing I'd be interested in or that I'd remember. This all started when that middle Eastern woman posted a nude picture of herself to protest restrictions on women in her country. Good. She had a valid reason to protest in that way. But many women have been trying to copy her since then because she got a lot of attention and press. But those who copy her don't have a valid reason to protest in this way. And the only thing any man will remember about any protest of this nature is hey, I saw naked titties. Which seems to me kind of totally defeats the purpose.

I think that it kinda would be effective because it makes the people there protesting look REALLY bad

No, I don't believe going topless helps a cause.  The men are not listening, only looking.  The woman are looking the other way(well, some are not) so what's the point? 

It might, perhaps, both help *and* cause damage to the cause. ...  They do show spite against both temperature and moral standards, which is cause to believe they care about their issue. At the same time, as they tend to seem diva-like, they sort of appear not to be serious, just the same. ... So it's sort of both.
