Whether something sinks or floats in water depends on its density, or how much it weighs for a certain volume. Water weighs 1 gram for 1 cubic centimetre, or 1 kilogram for a litre. Anything that weighs less than 1 gram for 1 cubic centimetre will float. Anything heavier will sink.
