Texting

With the new AOL having the "text" option, no matter who I try to text, it doesn't go through.  I get the error message:  "Your message was not sent to +xxxxxxxxxx.  +xxxxxxxxxx was blocked by you and cannot receive your IM."  I have never blocked anyone for anything and the people I am trying to text have not blocked me either.  Their carriers allow them to receive text messages.  Do they have to have an AOL account?  Am I missing a step or something?

Does the person you are trying to text have to be on your "Buddy List" or "Contacts'?
