TEXAS ATTORNEY GENERAL Can a local government appoint a city manager ?

TEXAS ATTORNEY GENERAL  Can a local government with a population of under 2,000 people having an elected mayor appoint a city manager? They say it is still a mayor run government, but the city manager runs all daily operations. A city manager run city was voted down in the last election. They say they did this appointment legally.  ????
