From the security and administrative viewpoint; 1. All personnel must check their personal cell-phones in at the security or office managers desk; 2. One personal outgoing call per four hours; (incoming emergency calls go through the office manager or security; 3. Have the Firms IT Guru lock out access to outside email both incoming and outgoing and limit email to internal firm business; 4. Assign personnel by name and software ID who have outside access to phone and data lines.  Draconian?  Yes, and you can pick and choose from the above, but if the idea is to increase the firm's productivity, you've GOT to look into these items as studies show that up to 30% of a workers eight hour shift is used in personal emails and phone calls.  That's money out of the firms pocket.
