Discuss kestrel's answer to: Tea cups hanging on fence??

Why does my friend's neighbor have tea cups hanging on her white picket fence in the front yard? Is this a decorating decision, or is there some obscure, forgotten tradition associated with this?

I'm not really sure but I came across this YouTube video Tea Cups on Fence Post and Bird House .

Out of curiosity was there bird feed in the cups?  Maybe little mini, decorative bird feeders.
