Tattoo age with parental consent in nc and sc

I am 16 years old and i was wondering how old you have to be to get a tattoo at the age of 16 with parental consent in North Carolina and in South Carolina.

In most states it's illegal to give someone under 18 a tattoo, parental consent or not.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.
