It looks like a very flexible charger, but it does not appear set up for any particular application.  As it only applies 50 watts to the charging leads, it would be useful only for charging small Ni-Cd and Li batteries.

I put my e-cigarette on charge for over 16 hours ...

1st examine the charger. On the charger it should say the voltage output and mili amps... next get your hands on a voltmeter, test the output connector on the charger while plugged in to see if the voltage matches or is a bit higher... if so then its your battery in your e-cigarette not accepting ...

If you found nothing in the internet, try to bring you battery ballast or case to battery supplier. Maybe they can find an alternative way of recharging it.
