yepp. easier if it snows. then the sun's rays reflect off of the snow and can tan or even burn you. i didna report on it. ha.

The winter may not be warm, but the sun's rays still exist. On a clear day your skin will still absorb them and be slowly damaged over time. So you need to wear SPF ton.

Use an appropriate Tan Lotion for your skin, I use SPF 20 is works good with my skin, but is not enough for my friend. So do some trial and error to identify the best SPF for you.
