Yes.

Having lived in many parts of the States, I can definitely say that the sun both comes up and goes down in Texas and in Alabama.

Of course, there may yet be a few areas in which it goes from side to side, but that remains to be seen.

The earth actually rotates and the sun comes up in the morning and goes down in the early evening. 

I live in Texas so it's safe to say that the sun goes both up and down. Like other things in life.. Lol.
