Can a school district be held liable for not protecting its teacher who is being continually harassed and stalked at his home by network of students?

I would think you might be able to but first you would have to do your due diligence in the matter.  I would make sure to track everything and document.  I would also make sure you have sent a certified letter to the school/school district/and the board.  Atleast then you have informed them properly of the situation.  I would also contact the police to see what they suggest.  The only answer I see here is to contact an attorney and use the free consultation and find out for certain!!

How do the students happen to know where you live? Did a student follow you home? What form is the harassment taking?

Also, have you notified the school administration and/or local school board that this is happening?

What was the response?

Once the teacher reports this to the police and gets a personal protection order/restraining order on the children, they have to maintain a certain distance from the teacher.  This would as a by-product force them out of that school altogether and into another one.  Going to the teacher's house would be a violation of the restraining order and result in immediate arrest.

As to whether the school district itself bears any responsibility, you would have to read the teacher's contract with them to know for sure.  They may have waived the right to protection or redress in certain instances.  Teachers are often the target of abusive children, just as children are sometimes the target of abusive teachers.  The district has a  moral and legal responsibility to maintain order, but there are limits.  What the legal limits are is a state law issue.  Your state attorney general's office would the one to consult if you suspect the district is in violation of the law.

No. I wouldn't want my pay check left to others. Many don't know whats involved and what it's worth.
