I assume you mean "Tellicherry" pepper.  This is regular black pepper, that is left on the vine a little longer than standard, which supposedly gives it a more refined flavor.  Probably any supermarket that has gourmet spices should carry it, probably in whole form for a peppergrinder.  If you can't find it in your area, www.amazon.com carries it from a number of providers, starting at 88 cents plus shipping.
