Well, biologically he may not. But if the stepfather is the leagal standing father of his stepson, then definitely he is bound by law to be the father-in-law of his stepson's wife. but if you are in doubt of possible biological connection between the stepfather and his stepson, then its just a simple piecework in the field of medical device development .
