Dana answered -1/8, that is the solution to -3/(2x) +1 = 13

My guess is that the problem should be read (-3/2)x +1 = 13 for which the solution is x=-8

It is not entirely clear what is the question.  There are 3 options: 
1.  (-3/2)*X + 1 = 13 
     (-3/2)*X = 12 
      -3X = 24
       X = -8
2.  -3/(2X) + 1 = 13
     -3/(2X) = 12
      -3 = 24X
       X = -1/8
3.  -3/(2X+1) = 13
     -3 = 26X +13
      -16 = 26X
      X = -8/13

x=12*2/3=8
