You can view cached information, so the first thing you should do is set the cache size to the max 2gb, and there's a program that automates the caching of a specific region -

here.

The help information for Google Earth supports Candy20's suggestion.  It explains how to cache data for a particular area.  The help topic is entitled, "

Do you need to be connected to the internet to use Google Earth?"

there is the cache, that  saves  some of the  session you have been searching/watching.  but otherwise it  seems like a no. someone said that there wouldnt be enough space to store it on a computer, that it is terrabytes and terrabytes of data. it might be so. though I find that hard to believe.  it is just pictures,  most of it low resolution.  its  likely that  its just that they want it to be like that for some reason. it could be legal, it could be that they want it to be updated instantly. google is a web company, and work with browsers to run their apps. they dont make desktop solutions to my knowledge.
