It is  Catholic Church Rules  and  bylaws;  The Church has the  Judicial Appeals  System:  Appeal  in  Writing to  the Bishop,  Then  to  the Archbishop  above  him,  then to  the US Conference  of  Catholic   Bishops,  then  to  The Vatican's  Apostolic delegate  in  D.C.,  then  to  The Vatican.  U.S.  Courts would reject your claim,  because The Church  has the Judiciary System.
