Hi,
Windows Startup refers to the list of startup programs and services running when your operating system boots up. In other words, Windows has a list of programs and services that should run after Windows has been loaded.
This list might contains necessary as well as unnecessary items. In most cases, when a computer is infected by a virus, the execution entry of the virus is created in this list; so as to run it regularly and perform its silly tasks.
There is a utility called "System Configuration" in Microsoft Windows that allows you manually enabling or disabling such items. So, disabling the unnecessary items is always helpful; and leads to optmum system performance.
RegInOut software will also help you control this items along with other features to optimize the system performance. It is available for download here: http://download.cnet.com/RegInOut/3000-2094_4-10965219.html?part=dl-10053761&subj=dl&tag=button
To control the startups, perform this procedure:

2. Click Run, in case you use Windows XP.
