Dip them in boiling water for just a few seconds.  10 to 20 is usually enough.  The skin will then "slip".

Actually,that's how you skin a tomato.

You skin a pepper by placing it on the BBQ or on a sheet pan under the broiler and getting the skin all blistered and charred. You then put the pepper in a paper bag for about 10 minutes. You can then remove the skin easily under cold water.

Either way will work but roasting brings out a lot more pepper flavor.  Usually I just serve them skins and all.

Dipping a bell pepper in boiling water for a few seconds will do nothing except warm up the pepper. It would need to be for about 2 minutes. And the skin would not come off as easily as if you charred it. And it wouldn't taste as good either.

I remove the top and bottom of the pepper and slit it on one side to become one long sheet. Then i put the oven on high broil and place the sheets of pepper in a baking pan close to the flamne until they are charred. Th outter skin is easily removed then and the fleshy meat is cut into strips. Fixed with extra virgin and fresh garlic, salt and pepper.
