It's typically used nowadays in politics, indicating that a candidate is sure to win.

The term is usually credited to rigged horse racing, where the winner crossed the finish line like he was being Shooed-in. ("Shoo" being the noise people make when trying to drive something in a particular direction)

I'd agree with you, but then we'd both be wrong.

To shoo-in meant to direct or take someone in a specific direction. After long usage it has become a slang for "a sure winner".
