It depends on the website - if you generate a lot of hits you can make some extra cash but setting text in ads. A lot of people do that those days so I guess it does work as a way to generate money.

From what I know the rates are measured by numbers of hits on your site, and you get more money the more people go into your site (measured by thousand).

Yes.  In-text advertising is much better than banner ads.  Many bloggers prefer this type of advertising in their blogs.
