God bless your mother for wanting to support our troops!  I don't know about the exact infomation you're asking about but here is some infomation that will help.

This link will get her to soldiers who don't get much mail.  http://anysoldier.com/

Or, suggest that she speak with someone from the American Legion or VFW in her area and they should be able to provide an address for the troops.  Send the packages to the unit commander with a request that they give them to a soldier who doesn't get much mail.  The commander will make sure they get to the right people.

One tip...when sending cookies or baked goods overseas, in order to get them there as cookies and not as crumbs, pack them in a smaller box and then place bubble wrap around that box inside of a flat rate USPS box.

When shipping, the flat rate boxes are the best (available from the US Postal Service).  She will need a label and a customs declaration form, all provided by the Post Office.

Thank your mother for her support!

Regarding how to pack cookies: Make sure you bake cookies that will travel well. This is not the time to make a delicate rolled cookie or one that will melt in your mouth.

Cool baked cookies completely, then pair two cookies together ~ bottom to bottom ~ and wrap the pair of cookies in plastic wrap or plain tissue paper to give it a little extra cushioning.

Use a box that is just big enough for the type and amount of cookies you're sending because extra space will allow the cookies to jostle and make them more likely to break. Bubble wrap, crumpled newspaper and plain (unbuttered) popcorn are all good filler materials to cushion the cookies in the packing box.
