I'm wondering if she might not be thinking about how we preserve flowers by drying them.  If that's the case the environment around flowers in their natural state would have to be so dry as to remove all moisture, and in most enviroments flowers need moisture to grow and thrive.  That could be the case in very hot, dry climates where once the flowers bloom then die the air takes over, but usually the winds in these areas would blow apart the dried flowers.
