In my state they can, but the district they don't live in has to accept them voluntarily (which they always do if possible because money follows the students in the budget).  That is a fairly new policy here.

There exists no inherent right for a student to go outside of his district.  The district may prohibit it, and punish violators.  In Charlotte, NC, arrangements were made for football players to fudge their residences to play outside their districts.  Coaches were fired for this.

In michigan there are schools of choice in which a student can choose to go to a particular school out of district if the school accepts them. This usually means having a minimum 2.0 Grade Point Average and no previous faults.

Hello and Hafa Adai Friends and Families out there,

Every school District is much the same in terms of student requests to be attending any particular school.  Contact your school's student support office for more information.  In some cases situations are different based on the needs assessment of each family and must be approved prior with the school Principal of the schools your are interesting in having your child attend.  School's are quite strict in this process as the need to lessen over-crowding which has been often a major problem in the past.  Many other cases are to name a few of the child is left home alone un-supervised and will be commonly known as a Latch Key Child".  We suggest to evaluate your home life situation and determine what the real problem is to as to why the transfer is needed.  A parent may not be satisfied with policies or procedures or may have parent teacher issues based on student's progress or behavior.  Please be advised that by transferring a student is not the answer and will not be considered a valid reason.  If in so a parent has extreme problems there are procedural guide lines that must be followed or by court order.  Any other problems unsolved should be encouraged by the parent to allow open communication support with the child's teacher.  This is the primary recommendations that are made by the school's department.  A parent role make a huge difference and can impact more open communication.  This is just some of the other reason's to answer some of questions that might not have been mentioned.  Contact the school's Administrator to resolve all matters as soon as possible.
