Does a pellgrant cover the cost of  tools and books?

I'm going to be starting  college and the automotive Technician class that I'm taking requires me to buy the tools and books for the class . Would anyone know for sure if it  cover the cost or not ?

No, it doesn't. But S.E.O.G. does.
