Is this a scam?

how do i find out if a letter i recieved stateing that i won money and all they need is my signature to prove to them i recieved there letter?

It's probably a scam.

Do a google search on them. It would be helpful if you could post a copy of the letter here. (Leave off your name and address)

If they sent a letter (or a check) by registered mail, they would know if you received the letter and if this was truly important to them they would have sent correspondence to you by registered mail.  This could be the start of an effort to try to get more personal information from you or a means to obtain your signature for forgery purposes.  Beware.  Grantwriter..

I see your question has been around for a while.  I agree with both answers provide by others, further if you never entered any such contest; then you are probably 1 of hundreds perhaps thousand that got the same letter.  they want your details.

Delices and Gourmandes are looking for a cheque or credit card details, including safety code, plus a signature in order to purchase some cheap chocolate eggs.  That's a lot of information.  In return they are offering a Free Sony Bravia 40" LCD TV plus a cheque for £7000.  That's a lot of freebies for the cost of a few chocolate eggs.  THIS IS OBVIOUSLY IDENTITY THEFT AND/OR BANK FRAUD.  DON'T TOUCH THEM WITH A BARGEPOLE!!!!!
