"SBI number" means the State Bureau of Identification number assigned to each individual whose fingerprints are placed into AFIS. The SBI number is used to track individuals for crimes that they commit, no matter how many subsequent fingerprint cards are submitted. New Jersey Administrative Code § 13:81-1.2 Definitions
