Samsung DLP TV Lamp Replacement not working...

Having the same issue with the lamp replacement still not working. Hearing the hum when it turns on but not sure what the tick sound should truly sound like to verify the ballast is good or not. I do not really hear a ticking sound. Can the ballast be meter tested and how, if you know?
