Can you run another person's credit report? Do they need my permission to do this? How can I stop someone from running my credit report?

The Federal Trade Commission says

Access to your file is limited. A consumer reporting agency may provide information about you only to people with a valid need -- usually to consider an application with a creditor, insurer, employer, landlord, or other business. The FCRA Fair Credit Reporting Act] specifies those with a valid need for access.

A Summary of Your Rights Under the Fair Credit Reporting Act

I'm not sure how you can stop people from checking your report by faking a reason.  But you should call the credit bureau or a consumer protection agency if you think someone checked without a reason.  (You have to stand up for your rights!)

Yes you/they can! How do you think you get all of these pre-approved credit card offers, not to mention car insurance offers? To sum it up, you can place a freeze on the access to your credit report. Your cost? $0.00. The stipulation; it costs about $10.00 to allow a company to access your credit report. Big Deal! you say? It could be a big deal next time you shop for car or renters/homowners insurance or apply for any type of credit. $10.00 bucks is only $10.00 bucks, however, for example; if your shopping for car insurance it's not uncommon to check 10 or 15 companies. I believe there may be a $15.00 fee to unblock it for a stated period of time. My advise?, contact the three credit reporting agencies on this issue and you will be an expert. Case closed? You bet!

Yes but party has the ability to be aware.

You actually dont got to freeze anything if you request a free copy of your credit report there is an address on there where you simply write a letter stating you want to opt out of pre approved random offers like the credit card offers it will stop you getting pulled approx 20 times a month which by the way lowers your credit score so as a mortgage broker who works closely with credit agencies thats my advice

If you have applied for any type of credit your credit report will be pulled.  Also if you have any type of bill that has gone to collections they are also able to pull your credit.  However, some states do not allow this to happen - so check.

The following from the experian website :-

http://www.experian.com/consumer/security_freeze.html

Security freezes are designed to prevent a credit reporting company from releasing your credit report without your consent. However, you should be aware that using a security freeze to take control over who is allowed access to the personal and financial information in your file may delay, interfere with or prohibit the timely approval of any subsequent request or application you make regarding a new loan, credit, mortgage, insurance, government services or payments, rental housing, employment, investment, license, cellular telephone, utilities, digital signature, Internet credit card transaction or other services, including an extension of credit at point of sale.

When you place a security freeze on your file, you will be provided a personal identification number or password to use if you choose to remove the security freeze from your file or authorize the temporary release of your credit report for a specific person or period after the security freeze is in place. To provide that authorization, you must contact the reporting agency and provide all the following:

  1. Sufficient identification to verify your identity.
  2. Your personal identification number or password provided by the credit reporting company.
  3. A statement that you choose to remove the security freeze from your file or that you authorize the reporting agency to temporarily release your consumer report. If you authorize the temporary release of your consumer report, you must name the person who is to receive your consumer report or the period for which your consumer report must be available.

It is illegal to request a credit report on someone without their permission.
